PUBLIC HEARING

CONSIDERATION OF AN APPLICATION FOR MOTOR VEHICLE WRECKING FACILITY LICENSE AT 36 ANGEL LANE, HAMILTON, MT.

The Board of Ravalli County Commissioners will hold a public hearing on Friday, March 11, 2011, at 1:30 p.m. in the Commissioners Conference Room (third floor) at 215 S. 4th Street, Suite A, Hamilton, MT. The purpose of this public hearing is to take public comment on an application to the Department of Environmental Quality for a motor vehicle wrecking facility license by Bitterroot Auto Removal & Recycling Services at 36 Angel Lane, Hamilton, MT. After hearing public comment, the Commissioners will determine whether the proposed facility will significantly affect the quality of life of adjoining landowners and the surrounding community; and adopt a resolution in support of or opposition to the location of the proposed facility.

SECTION 00100 - INVITATION TO BID

RECEIPT OF BIDS

Sealed bids for the construction of Town of Stevensville - Phase I WWTP Improvements Project will be received for The Town of Stevensville, Montana by the Town Clerk.

Bids will be received at 206 Buck Street, until 2:00PM, Local Time on March 16, 2011, and shortly thereafter the bids will be opened publicly and read aloud in the Town Council Chambers.

GENERAL DESCRIPTION OF WORK

The contract includes, but is not limited to, the furnishing of the labor, materials, and equipment for the following work together with related subsidiary work and incidental work in accordance with the contract documents.

1. Construction of a new ultraviolet light disinfection facility, outfall metering, and outfall piping.
2. Standby generator.
3. Construction of a new sludge drying bed.
4. Installation of an alum feed system.
5. Installation of an aerobic digester foam level control system.
6. Installation of a plant SCADA computer.

PROJECT FINANCING

The Town of Stevensville “Phase I Wastewater Treatment Plant Improvements” is a project funded by the USDA Rural Development Grant and Loan Program, Renewable Resource Grant and Loan Program (RRGL), and Town funds. Bidders must meet all of the requirements of the appropriate Federal/State agencies, as indicated in the specifications. The Bidder shall take special notice and shall meet the requirement of the Funding Agency Special Provisions, Specification Section 00900.

TYPE OF BID

The purpose of this project is to address specific treatment and operations limitations identified at the Stevensville WWTP. It is the intent of the Owner to award a Contract to the lowest responsive, responsible bidder on the basis of the total price of bid items 1, 2, 4, 5, 6, and 7. The Town reserves the right to execute deductive bid alternate 3 as described in the contract documents, and/or delete other bid items as necessary to match available funding.

BID SECURITY

The successful BIDDER will be required to furnish Performance and Payment Bonds as described in Section 00710 – Standard General Conditions of the Construction Contract Funding Agency Edition.

PREBID CONFERENCE

A pre-bid conference will be held on March 10, 2011 at 1:00PM at Town Hall.

CONTRACTOR REGISTRATION

CONTRACTOR and any of the CONTRACTOR’s subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the DLI, P.O. Box 8011, 1805 Prospect, Helena, MT 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. CONTRACTOR is required to have registered with the DLI prior to bidding on this project, and must have registered prior to execution of the Construction Agreement.

CONTRACT TIME

The Contract Time is defined in Section 00710 - Standard General Conditions of the Construction Contract Funding Agency Edition, and specified in Section 00500 - Agreement.

QUALIFICATION OF BIDDERS

Requirements concerning the qualifications of BIDDERS are described in Section 00200 - Instructions to Bidders.
