More important to know is what it is and how it works. One of our state legislators, Daniel Emrich, R-SD 11, Great Falls, does a great job of explaining this confusing (gambling) method of voting.

Pay attention when Emrich speaks – he makes the confusion simple to understand.
You can see that some of the legislators do NOT understand it – and yet they are voting on it! Listen to the woman legislator with her hair hanging down around her face, who says she was “elected” by RCV. Then keep watching to see what Emrich did to educate her about the RCV.
Stop the video when the bill’s sponsor makes final remarks on it unless you want to see more of how the legislature works.
