ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT/RECORD OF DECISION
Improvements to the Ravalli County Airport At Ravalli County Airport, Hamilton, Montana
Interested parties are hereby notified that Ravalli County, Montana, and the Federal Aviation Administration (FAA) have prepared an Environmental Assessment (EA) and the FAA has prepared a Finding of No Significant Impact / Record of Decision (FONSI/ROD) for improvements at the Ravalli County Airport (Airport Location ID 6S5, but referred to as RCA in the Final EA and FONSI/ROD). RCA is located in the Bitterroot River Valley of western Montana approximately one mile east of the City of Hamilton, Montana, and is owned and operated by Ravalli County, Montana (Airport Sponsor).
Ravalli County’s purpose for pursuing improvements at RCA is to meet FAA design standards for a B-II facility and to provide safe and efficient aviation facilities for the type of aircraft currently using and forecast to use the airport over the foreseeable future. To accomplish this, the airport must be improved to meet FAA standards for the design aircraft that currently use the airport. The actions described below are collectively referred to as the Preferred Alternative.
The proposed improvements would shift the threshold of a new runway approximately 1,550 feet to the north and move the new runway 400 feet east of the existing runway. The existing runway would be converted into a partial parallel taxiway. The Preferred Alternative would provide a 5,200-foot-long by 75-foot-wide runway capable of accommodating 100% of the small aircraft fleet on a 17/35 orientation parallel to the existing runway. Other actions associated with the Preferred Alternative include:
• Acquire approximately 126 acres of land for airport development;
• Acquire or rezone up to 113 acres of land for compatible land use (for the 65 DNL boundary outside of the minimum required land acquisition);
• Install wildlife fence around the perimeter of the newly acquired airport property;
• Relocate a portion of Stock Farm Road out of the Runway Protection Zone (RPZ);
• Convert existing runway into a “partial parallel taxiway” for the new layout;
• Perform preliminary grading and earthwork necessary to eventually extend the partial parallel taxiway to the end of Runway 17;
• Pave a portion of ultimate parallel taxiway (from the 16 end of the existing runway approximately 800 feet north to the first taxiway connector – the ultimate paving and lighting of the parallel taxiway north of the connector is beyond the planning period considered for the Final EA);
• Construct taxiway connectors from new runway to partial parallel taxiway;
• Install a new Medium Intensity Runway Edge Lighting (MIRL) system for Runway 17/35;
• Install new navigational aids (NAVAIDS) – windcone, segmented circle, and beacon;
• Relocate or replace the County-owned Precision Approach Path Indicators (PAPIs);
• Remove the existing runway lighting system and NAVAIDS as the new runway becomes available for use;
• Install new taxiway edge lighting;
• Reconstruct, reconfigure, and/or expand aprons and aircraft parking areas to increase capacity, efficiency and provide opportunities for future development;
• Remove trees posing obstructions to runway approaches; and
• Amend the existing instrument approach and departure procedures at RCA.
The EA has been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969 and the Council of Environmental Quality (CEQ) guidelines. The purpose of the EA is to assess the effects on the human and natural environment associated with the Preferred Alternative. The EA evaluated three alternatives: Alternative 1 – No Action Alternative; Alternative 3A – Relocate Runway 240 feet East and Shift South Threshold 1,550 feet to the North; and Alternative 4B – Relocate Runway 400 feet East and Shift South Threshold 1,550 feet to the North (Preferred Alternative).
The FONSI/ROD is the FAA’s finding that the Preferred Alternative will not have a significant effect on the human and natural environment associated with proposed improvements.

THEREFORE BE IT RESOLVED that the Board of Trustees of School District No. 2, Ravalli County, Montana, proclaims a need for an amendment to the High School general fund budget for fiscal year 2016-2017 in the amount of $30,000.00 under Section 20-9-161 (1), MCA, for the purpose identified above, and;
BE IT FURTHER RESOLVED that the Board of Trustees of School District No. 2, Ravalli County, Montana, will meet at 7:00 p.m. at Music Center Choir Room on April 11, 2017 for the purpose of considering and adopting the budget amendment.

Stevensville Elementary School District Resolution Under SB 307 Resolution of Intent to Impose an Increase in Levies
As an essential part of its budgeting process, the Stevensville Board of Trustees is authorized by law to impose levies to support its budget. The Stevensville Board of Trustees estimates the following increases/decreases in revenues and mills for the funds noted below for the next school fiscal year beginning July 1, 2017, using certified taxable valuations from the current school fiscal year as provided to the district:
Fund Supported – Transportation
Estimated Change in Revenues* – $80500 increase
Estimated Change in Mills* – 6.71 increase
Estimated Impact, Home of $100,000* – $8.97increase
Estimated Impact, Home of $200,000* – $17.93 increase

Regarding the increase in the building reserve levy referenced above, the following are school facility maintenance projects anticipated to be completed at this time:
