Ms. Manzella is a member of the Environmental Quality Council. Records disclose that from 6/26/23 to 9/24/24 sixteen meetings were called. Her “attendance” at these meetings were frequently by means of Zoom rather than a personal attendance. The minutes of the council meeting on 9/28/23 record her presence via Zoom for the entire meeting.
During this meeting a highly detailed Power-Point presentation was given by John Metesh, Director and State Geologist, Montana Bureau of Mines and Geology, titled “Potential Sources of Critical Mineral Commodities in Montana” and upon its conclusion the meeting was opened for subsequent discussion regarding the contents of the presentation.
Sheep Creek was mentioned twice in the presentation viewed by Sen. Manzella yet there is no record of any observation, inquiry or statement of any kind relating to Sheep Creek. In fact, the record discloses her presence but no participation at any time during that meeting.
Any responsible citizen might wonder why there was total silence from her. Was she just checked in as attending and gone on to her JBS activities? Had company arrived, or maybe she went shopping?
Whatever the reason, for reasons of her own, information relevant to her jurisdiction was presented and either missed or ignored.
A voter might question the circumstance and ask “WHY”. It appears to be a case of Full Time Pay for Part Time Performance.
