Why was not the installation of Solar Panels included in the Stevensville Schools Bond Issue. Even if the schools are closed for 2 + months in summer the power can be sent via the grid to Northwestern Energy for credits for future use.

That is not true. I just called Northwestern and they don’t give credit for future use, nor do they pay you for any excess energy you may generate and feed back to them. It was a simple phone call to find out.
As for why they weren’t included, that’s a good question.
