INVITATION TO BID
Separate sealed bids for the construction of Siphon 1 – Phase 2 Improvements Project will be received by the BITTER ROOT IRRIGATION DISTRICT, MONTANA at the office of the ENGINEER, Morrison – Maierle, Inc., 3011 Palmer Street, Missoula, Montana 59808, until 4:00 P.M. time on July 24, 2012, and then publicly opened and read aloud. Late bids will be returned unopened. Each bid shall be submitted in a sealed envelope. The envelope shall be clearly marked as follows:
“BID PROPOSAL”
“INSTALLATION OF SIPHON 1 – PHASE 2 PIPING”
“BITTER ROOT IRRIGATION DISTRICT”
The project generally consists of, but is not necessarily limited to, the installation of approximately 750 LF of 66” steel pipe. The steel pipe will be procured by the owner, the Bitter Root Irrigation District, and furnished to the Contractor for installation.
The Contract Documents consisting of full size Drawings and Project Manual may be examined or obtained at the office of Morrison-Maierle, Inc., 3011 Palmer Street, Missoula, MT, telephone 406-542-8880. Required deposit is $100 per set, which is not refundable, by regular mail or United Parcel Service (UPS). Payment of an additional $25 is required for express mail. Full size drawings may be purchased for an additional $100, non-refundable.
In addition, the Drawings and Construction Project Manual may also be examined at the following locations:
Bitter Root Irrigation District, 1182 Lazy J. Lane, Corvallis, Montana 59828, and the offices of the consulting engineer, Morrison-Maierle, Inc., at: 3011 Palmer Street, Missoula, Montana; or at plan exchanges in Missoula and Montana Contractors-Helena.
There will be a Pre-Bid Conference at the office of the Bitter Root Irrigation District, 1182 Lazy J. Lane, Corvallis, Montana 59828, at 1:00 P.M. on July 11, 2012. Interested CONTRACTORS are encouraged to attend. A tour of the project site will be conducted after the meeting.
CONTRACTOR(s) and any of the CONTRACTOR’s subcontractors bidding on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. Forms for registration can also be obtained online at MT.Contractor.Com. CONTRACTOR’s are required to have registered with the DLI prior to bidding on this project.
All laborers and mechanics employed by CONTRACTOR(s) or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of the United States in accordance with the schedule of Davis-Bacon prevailing wage rates established by the United States Department of Labor included in the Project Manual.
The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to Bitter Root Irrigation District, in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Construction Performance Bond and a Construction (Labor and Materials) Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.
This project is funded in part or in whole with grant/loan funding from the DNRC- RRGL Program and USACE WRDA Section 595 program.
No bid may be withdrawn after the scheduled time for the public opening of the Bids specified above within a period of 60 days.
The right is reserved to reject any or all Proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed 60, and to accept the lowest responsive and responsible bid which is in the best interest of the Bitter Root Irrigation District.

• Drilling three (3) – twelve (12) inch boreholes to a depth of approximately 435 feet below ground surface.
• Installing twelve (12) inch low carbon steel casing with stainless steel screens at intervals provided in the specifications, or determined by the engineer in each borehole.
• Setting well seal/grout to a minimum depth of twenty-five (25) feet, between the bore hole and permanent casing.
• Well development
• 24-hour yield test for three (3) wells – (approx. 855 gpm)
• 72-hour constant discharge aquifer test (approx. 570 gpm) if required.
• Installing and setting submersible production pump, drop pipe, and pitless adapter
