Painted Rocks Reservoir may be down but Lake Como looks quite full and it empties into the Big Ditch AND the Bitterroot River. Why not investigate before jumping to conclusions? But we certainly do need rain!

Why not pick up the phone, ask some questions, of the reporter or the ditch managers etc.? Do your own investigation before vaguely suggesting some “skullduggery/conspiracy” without evidence of anything except what you do not know.
