INVITATION TO BID
Sealed bids will be received at the Ravalli County Clerk and Recorder Office at 215 South Fourth Street, Suite C, Hamilton, Montana, 59840, until 1:00 p.m. local time on May 14, 2015 for construction of the School Sidewalks II – Florence project, and will then be publicly opened and read aloud at 1:00 p.m. by the Board of County Commissioners in the Commissioners’ Conference Room. The work includes construction of new concrete sidewalks, detectable warning surfaces, storm drainage structures, excavation, asphalt and concrete removals, new asphalt surfacing, signing, epoxy pavement markings, landscape restoration, fencing and associated work. The work also includes 2 Bid Alternatives with similar work items that will be awarded based on available funding. The site of the work is located along Long Avenue in Florence, MT, between Old Highway 93 and Highway 93. All work must be substantially completed within 45 calendar days after the commencement date stated in the notice to proceed. Notice to proceed is anticipated to be issued June 11, 2015, upon completion of the 2014-2015 school year. The project is funded, in part, by the MDT CTEP Safe Routes to Schools (SRTS) Program, and is subject to all applicable federal/state regulations, as indicated within the specifications.
The contract documents may be examined or obtained, upon paying a non-refundable fee of $50.00, by contacting the Engineer, WGM Group, Inc., 1111 E. Broadway, Missoula, MT, 59802, (406) 728-4611. Attn: Cody Thorson. An additional charge of $10.00 will be applied for shipping and handling, if required. Contractor’s submitting a bid must have an official Bid Set of documents obtained from the Engineer.
Bids shall be submitted on the forms provided in the Contract Documents. Bids shall include a bid bond made payable to Owner in an amount of 10% of the total bid, and be addressed to Ravalli County Clerk & Recorder Office, Attn: Glenda Wiles, Ravalli County Administrative Center, 215 South Fourth Street, Suite C, Hamilton, Montana, 59840. Facsimile bids will not be accepted. After award, successful bidder must furnish an approved Performance and Payment bond of 100% of the contract. Montana law requires all contractors to register with the Department of Labor prior to execution of the contract agreement.
Prospective bidders are encouraged to attend a pre-bid conference, which will be conducted jointly by the Owner and Engineer at the construction site on Long Avenue in Florence, MT on May 5, 2015 at 1:00 pm. The on-site pre-bid meeting will include a project walk through.
The OWNER reserves the right to reject any or all bids, to waive any informality in a bid, or to accept the lowest responsive and responsible bid and bidder, and to make awards in the interest of the OWNER. NOTICE OF TAX APPEAL BOARD IN SESSION
The Ravalli County Tax Appeal Board will be in session from July 1 through December 31, 2015, for the business of hearing appeals of property valuations set by the Montana Department of Revenue. Any taxpayer who disagrees with the appraised value of his or her property may file an appeal with the Ravalli County Tax Appeal Board on or before the first Monday in June or within 30 days of receipt of a Notice of Classification and Appraisal, or Notice to Change Valuation (property assessment notice), whichever is later. All taxpayers may appeal their property valuation once per appraisal cycle. Appealing Your Property’s Valuation
The 1974 Montana Constitution created a statewide tax appeal system, independent of the Montana Department of Revenue.
As directed by law, (§ 15-7-111, MCA), the Department of Revenue appraises all residential and commercial property for tax purposes. Each property must be reappraised at least every six years. A new reappraisal cycle began in January 2015 with January 1, 2014 being the base valuation date (lien date). Property Assessment Notices are expected to be mailed in June or July of 2015.
Property taxpayers who want to appeal the Department of Revenue’s valuation of their property must do so no later than 30 days after they receive a Property Assessment Notice from the Department of Revenue. Once a tax bill arrives, typically in late summer or early fall, the deadline has passed for appeal during that tax year. Appeals must be filed with the County Clerk and Recorder where the property is located.
The Ravalli County Tax Appeal Board, a three-person Board appointed by the County Commissioners, will hear all appeals between July 1 and December 31, 2015.
The Ravalli County Tax Appeal Board, reminds taxpayers that they must pay their taxes under protest if their property valuation appeal is not resolved by the end of November, the date when the first half of real property taxes are due. If the taxes are not paid under protest, it will not be possible to receive a refund if the appeal is decided in the taxpayer’s favor.
