PUBLIC COMMENT SOUGHT
Montana Fish, Wildlife and Parks (FWP) seeks public comment on its proposal to acquire a public hunting access-right component of a conservation easement (CE) held by Bitter Root Land Trust (BRLT) on the Lazy J Cross Ranch (Ranch), east of Sula in Ravalli County. The purpose of the proposed project is to protect in perpetuity public hunting access on the Ranch and through the ranch property to adjacent Forest Service and Montana Department of Natural Resources and Conservation School Trust public lands, which encompass over 40,000 acres.
A draft environmental assessment (EA) has been prepared for this proposal. The EA may be viewed on FWP’s Internet website http://fwp.mt.gov (“News,” then “Public Notices,” beginning January 8, 2015).

LOCAL GOVERNMENT REVIEW STUDY COMMISSION OF RAVALLI COUNTY
TIMETABLE FOR STUDY COMMISSION DELIBERATIONS AND ACTIONS
All meetings of the Study Commission are open to the public.
This timetable for the deliberations and actions of the Ravalli County Study Commission is established as required by 7-3-186, MCA for the purpose of assuring full public information concerning the Local Government Review process in our County and enabling informed citizen participation. Per statute, the timetable may be revised, but each revision must be republished.
November 26, 2014 – Study Commission organization meeting, Ravalli County Administrative Building
December 16, 2014 – Study Commission training at Ravalli County Administrative Building by Montana State University.
January 6, 2015 – and thereafter every Tuesday of each week through May 26, 2015 at 1:00 p.m. regular Study Commission meeting at Ravalli County Administrative Building.
March 16-June 5, 2015 – Public hearings to gather citizen input on the form, functions, powers and problems of County government and the adequacy of county services. Public hearings will be held in Florence, Stevensville, Victor, Corvallis, Hamilton and Darby. Exact dates and place to be determined and noticed.
October 6, 2015 – Adopt Tentative Report.
October 7-November 20, 2015 – Public hearings to gather citizen response to Tentative Report. Public hearings will be held in Florence, Stevensville, Victor, Corvallis, Hamilton and Darby. Exact dates and place to be determined and noticed.
March 10, 2016 – Adopt final report and provide County Clerk and Recorder a ballot certificate if a proposal is to be place on the June 7, 2016 ballot. File two copies of the final report with the Department of Administration.
April 8, 2016 – A copy of the final report must be certified by the Study Commission to the County Clerk and Recorder.
April 15, 2016 – If the final report proposes an alteration of local government, prepare public education materials to help citizens understand the proposal and compare the proposal with existing governmental form, structures and powers. Publish once each week for 2 successive weeks a summary of findings and recommendations.
April 30, 2016 – Approve public education materials and conduct public forum.
May 6, 2016 – Final report must be available to electors.
June 7, 2016 – Election Day. If a proposed alteration of the government is approved by the voters, initiate transition planning.
July 8, 2016 – Adopt transition advisory plan.
September 2, 2016 – Deposit all minutes and other Study Commission documents with the County Clerk and Recorder. Vacate office as per MCA 7-3-178.

ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Phase 2 Wastewater treatment Plant Improvements will be received, by The Town of Stevensville at the office of the Town Clerk, 206 Buck Street, until 2:00 P.M. local time on February 26th at which time the Bids received will be publicly opened and read. The Project consists of furnishing the labor, materials, and equipment for the following work together with related subsidiary work and incidental work in accordance with the contract documents:
1. Construction of a new Headworks Building including screening, grit removal, influent pumping, and screenings and grit handling systems,
2. Modification of an existing secondary clarifier for use as a flow equalization facility,
3. Modification of an existing aerobic digestion facility for use as bio reactors including installation of a new aeration system and blowers, installation of submersible mixers, installation of mixed liquor recycle pumps and associated improvements,
4. Construction of a new dewatering system including digested feed pump, screw press, conveyor and polymer preparation and pumping system at the existing Blower Building,
5. Construction of a new analyzer and sample pump system a the existing UV Building,
6. And, all associated mechanical, electrical instrumentation and control systems.
The Town of Stevensville “Phase 2 Wastewater Treatment Plant Improvements” is a project funded by the US Department of Agriculture Rural Utilities Service (RUS) Program, the Montana Treasure State Endowment Program (TSEP), the US Department of Conservation Renewable Resource Grand and Loan (RRGL), and Town funds. Bidders must meet all of the requirements of the appropriate Federal/State agencies, as indicated in the specifications. The Bidder shall take special notice and shall meet the requirement of the Funding Agency Special Provisions, Specification Section 00900.
The purpose of this project is to address specific treatment and operations limitations identified at the Stevensville WWTP. It is the intent of the Owner to award a Contract to the lowest responsive, responsible bidder on the basis of the total price of bid items 1, 2, 3, 4, and 5. The Town reserves the right to delete other bid items as necessary to match available funding.
Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, with bid items as indicated in the Bid Form.
