This is a reopening of the public comment period, including the notification of a public meeting and a hearing, for this draft permit. During the public meeting, the Montana Department of Environmental Quality (DEQ) will discuss the discharge-related aspects of the draft permit. The public meeting is scheduled from 5:30 PM until 7:00 PM on September 18, 2014, in the Tammany Room of the Bitterroot River Inn located at 139 Bitterroot Plaza in Hamilton, Montana. The public meeting will be followed by a public hearing that is scheduled to begin at 7:30 PM on September 18, 2014, in the Tammany Room of the Bitterroot River Inn located at 139 Bitterroot Plaza in Hamilton, MT; DEQ will record public comments on the draft permit during the public hearing.
This tentative determination is for the issuance of a new Montana Ground Water Pollution Control System (MGWPCS) permit to Lee Foss (permittee) for Parcel #698800 (facility). The facility will be located at the northeast corner of the intersection of US Highway 93 and Blood Lane in Hamilton, MT. The domestic raw wastes entering the facility’s treatment works are expected to be residential strength in nature. The permittee proposes to discharge treated wastewater into Class I ground water via one outfall (Outfall 001).
The proposed treatment works consists of headworks with a fine screen for grit and debris removal, a single stage membrane biological reactor (MBR), and a subsurface drainfield. The raw wastes from the facility will gravity flow into a lift station. From the lift station, the raw wastes will then be pumped to the headworks where the fine screen will remove the grit and debris. After the fine screen, the wastewater will then gravity flow into a single stage MBR for advanced treatment. The permittee has indicated that the proposed treatment works meets the definition of Level 2 treatment. After treatment in the MBR, the treated wastewater will then be pumped into a 1,000 gallon dose tank for subsequent disposal via a pressure-dosed subsurface drainfield (Outfall 001) that will discharge into Class I ground water.
PUBLIC COMMENT
Public comments are invited ANYTIME PRIOR TO CLOSE OF BUSINESS October 2, 2014.
