Notice is hereby given that sealed bids will be received and publicly opened at 2:00 p.m., local time on March 7, 2013 by the Town of Stevensville at Town Hall, 206 Buck Street, Stevensville, Montana 59870 for the construction of “Airport Improvements” to include the following:

at or before 2:00 p.m., local time on March 7, 2013, and marked “Bid for Airport Improvements at the Stevensville Airport.” The bidder’s name, address and state Contractor’s Registration Number shall appear in the lower left hand corner of the envelope.
All bids must be accompanied by lawful monies of the United States or a Cashier’s Check, a Certified Check, Bid Bond, Bank Money Order or Bank Draft, drawn and issued by a National Banking Association located in the State of Montana, or by any Banking Corporation incorporated under the Laws of the State of Montana, in an amount equal to not less than ten (10) percent of the total bid, payable to the order of the Town of Stevensville as liquidated damages in the event said successful bidder shall fail or refuse to execute the contract in accordance with the terms of his bid. After a contract is awarded, the successful bidder will be required to furnish a separate Performance and Payment Bond, each in the amount of one hundred percent (100%) of the contract.

The Owner reserves the right to reject any or all bids and to waive irregularities.
The Contractor will be required to comply with the wage and labor requirements and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor as referenced in the Contract.
Contractors and any subcontractors doing work on this project will require registration with the Montana Department of Labor and Industry. Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect Avenue, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-800-556-6694. Contractors are required to have been registered with the Department of Labor and Industry prior to bidding on this project.
The Bidder must supply all the information required by the bid documents and specifications.
The Bidder is required to submit a Certification of Non-segregated Facilities (included in the Proposal form).
A Contractor having 50 or more employees and his subcontractors having 50 or more employees and who may be awarded a subcontract of $50,000 or more will be required to maintain an affirmative action program, the standards for which are contained in the specifications.
To be eligible for award each bidder must comply with the affirmative action requirements which are contained in these specifications.
The proposed contract is under subject to Executive Order 11246 of September 24, 1965, and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions.
The Town of Stevensville has established an overall DBE goal for the year. Under this contract, the Town is adopting a race-neutral means of facilitating DBE participation. The bidder shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The bidder shall carry out all applicable requirements of 49 CFR Part 26 in the award and administration of DOT assisted contracts
As required by 49 CFR Part 26, the Town is required to create a bidders list, consisting of information about all DBE and non-DBE firms that bid or quote on DOT-assisted contracts. The purpose of this requirement is to allow use of the bidders list approach to calculating future overall DBE goals. As per the requirements of the Proposal section, all Prime Bidders submitting bids on this project must submit, with his or her bid, a list including the name, address, and DBE/non-DBE status of all subcontractors and suppliers that bid or quote for work under this contract. Failure to provide this information, as outlined in the Proposal section, will make the bidder non-responsive and not eligible for award of the contract.
This contract will be funded in part by a grant from the Federal Aviation Administration. Therefore, award of the Contract by the Sponsor will be made subject to concurrence of FAA. Bidders may not withdraw Proposals for a period of ninety (90) days after the bid opening date.
The pre-bid conference is hereby established at 2:00 p.m., Wednesday, February 27, 2013, at the Town Hall, 206 Buck Street, Stevensville, Montana. A tour of the work site at the Stevensville Airport will be conducted following the pre-bid conference.

North Valley Public Library Board Positions Open
The North Valley Public Library Board of Trustees has two positions up for election. Each position will serve a four-year term. If you are interested in serving on the Board and are a resident of the Stevensville or Lone Rock School District, please come to the library at 208 Main Street, Stevensville, for a candidate filing packet. Packets are due to the Ravalli County Elections Office by 5:00 PM on February 21, 2013. If required, the election will be held on May 7, 2013.

Notice of Public Hearing
The Board of Ravalli County Commissioners will hold a public hearing on Wednesday, March 6, 2013, at 9:00 a.m. in the Commissioners Conference Room (3rd floor) of the Ravalli County Administrative Center located at 215 S. 4th Street, Hamilton, MT. The purpose of this public hearing is to take public comment and pass a Resolution on an application by Justin Quist to the Department of Environmental Quality for a motor vehicle wrecking facility license. The proposed location address is 1359 US Highway 93 N, Victor, Montana, with a legal description as SW 1/4 and SE 1/4 of SW 1/4 of Section 19, Township 7 North, Range 20 West. The proposed facility is approximately 4 acres and is located in Ideal Acres subdivision, Lot 3.
Pursuant to Section 75-10-516(2) MCA, the Ravalli County Commissioners will conduct a public hearing to determine whether the proposed facility will significant affect the quality of life of adjoining landowners and surrounding community and adopt a Resolution in support of or in opposition to the location of the proposed facility. A copy of that Resolution will then be transmitted to the Department of Environmental Quality.

Legal Notice
Legacy Ranch is a proposed 509 lot/unit major subdivision on 368.05 acres. The subdivision is located off of Eastside Highway, between Porter Hill Road and Dry Gulch Road, approximately three and one-third miles southeast of the community of Florence. The property is located in Section 31, T10N, R19W, and Section 36, T10N, R20W, P.M.M., Ravalli County, Montana. The applicant is Sunnyside Orchards, LLC, and the applicant’s consultant is Jason Rice of Territorial-Landworks, Inc. Information describing the proposal is available for inspection at the Planning Department, in the County Administrative Center, 215 S. 4th St., Suite F, Hamilton, MT 59840. Written comments are encouraged to be submitted to the Planning Department prior to the below meetings, and will be forwarded to the Planning Board and Board of County Commissioners (BCC).
The Planning Board will conduct a public meeting to review the proposal on Wednesday, March 6th, 2013, at 7:00 p.m., in the Commissioners’ Meeting Room at the Administrative Center. The Planning Board will accept written public comments at the meeting, to be forwarded to the BCC.
The BCC will conduct a public hearing on Monday, April 29th, 2013, at 9:00 a.m., in the Commissioners’ Conference Meeting Room. The public may comment verbally, or in writing, at the hearing. Comments and information submitted at the public hearing will be considered in the decision on the Legacy Ranch subdivision. However, please note that only under select circumstances will new information be allowed into the record after the public hearing.
