REQUEST FOR STATEMENT OF QUALIFICATIONS AND EXPERIENCE
ENVIRONMENTAL ASSESSMENT FOR
STEVENSVILLE AIRPORT
TOWN OF STEVENSVILLE, MONTANA
The Town of Stevensville, Montana is soliciting Statements of Qualifications and Experience from qualified Airport Consulting Firms in preparation of an Environmental Assessment (EA) for the Stevensville Airport.
The purpose of this solicitation is to select an experienced airport/aviation consultant to prepare an EA to disclose, analyze and assess the environmental impacts of lengthening, widening and reconstructing Runway 12-30, associated electrical and navigational features, safety area, parallel taxiway, and other airfield and airspace features as related to a future runway project that is in compliance with all applicable federal, state and local environmental laws and regulations.
The EA is to be completed in compliance with: FAA Order 1050.1E – Environmental Impacts: Policies and Procedures, FAA Order 5050.4B – National Environmental Policy Act (NEPA) Implementing Instruction for Airport Actions, along with the FAA’s Environmental Desk Reference for Airport Actions and the National Environmental Policy Act of 1969.
Selection criteria contained in the FAA Advisory Circular 150/5100-14D will be applied in the following order of importance:
• Recent experience in completing similar projects for similar Airports
• Qualifications of Project Manager and key personnel assigned to the project
• Capability of meeting deadlines, schedules and budgets
• Familiarity with, and experience at, Stevensville Airport
• Familiarity with the FAA and the local Airport District Office
• Office and personnel proximity to Stevensville Airport
Statements of Qualifications and Experience shall be limited to ten (10) pages, 11-point font minimum, exclusive of one-page cover letter and one-page resumes. Upon review of the submitted material, the Town of Stevensville may select a consultant based on the submitted material alone, or reduce the list of applicants for oral presentation. The Town of Stevensville reserves the right to reject any applicant, which, in the Town’s opinion, does not have adequate qualifications or experience in completing an EA to the requirements of the FAA. The successful candidate will be required to comply with 49 CFR Part 26, Participation by Disadvantage Business Enterprises in Department of Transportation Financial Assistance Programs.
Proposals shall contain the following information, presented in four sections, in the following order:
• Project Team: This section shall identify the key members of the project team and describe the project management organization. The section must identify the availability and expertise of the Project Manager who would be assigned to the EA for the duration of the project. It should also provide the name and contact information of the Project Manager, through whom all communications will be directed. For each individual identified in this section, provide the location where that individual will be physically based for the duration of the project.
• Experience: This section shall describe the experience of the firm’s team and the key team members who have been identified in the Project Team. Provide a brief description of relevant environmental studies performed within the last five (5) years that were completed to FAA requirements and for Airports of similar nature.
• Project Understanding: Firms are expected to be familiar with the reasons for the EA. This section shall describe the firms understanding of the project and the key issues which the firm believes are likely to arise in preparation of the EA.
• Project Approach: This section shall describe the project management approach to maintain the EA quality and schedule. It shall indicate the process that will be implemented to maintain awareness and interaction of the team. This section should identify methodologies and approaches that the firm proposes to use to analyze and resolve environmental issues, scoping, work products, EA schedule, EA hearing(s), and responsibility of project team.
Interested parties should submit six (6) copies of a Statement of Qualifications and Experience in a sealed envelope plainly marked “Statement of Qualifications – Stevensville Airport Environmental Assessment” by 3:00 P.M., Friday November 2, 2012 to:
